On November 20, the Qing government announced in a note to Zhu Erdian that the customs revenue of various places where the revolution had broken out, the General Taxation Department of the Customs should be used to pay off foreign debts and Gengzi compensation. But imperialism is not satisfied with seizing tariffs in revolutionary areas. They want to wipe out all the tariffs of the country. On November 19, after consultation between Anglian and Zhu Erdian, they requested the Qing government to put all taxes, including all ports that have separated from the Qing government and are still under the control of the Qing government, under the management of the General Tax Department, in order to pay foreign debts and compensation. The Qing government did not dare to disobey and agreed on November 27. In this spirit, Anger Union quickly came up with four measures.
