(V) After the reunification of New Iraq, Yili's finances should be effectively investigated. On the one hand, we should try to maintain it, and on the other hand, we should ask the government to subsidize it.
(6) Qian Guanghan, Cai Leshan and other capricious should be regarded as public enemies and no longer stay in the Xinyi military.

According to Article 11 of the negotiation conditions, Yili recognized Yang Zengxin's military power in Xinjiang.
