8. All matters related to the reform in Tibet shall be resolved through consultation by the Tibetan people and their leaders in full accordance with the will of the Tibetan people.
9. For the officials who were pro-British, American and pro-Qianqing in the past, as long as they broke away from the relationship with the British and American empire and the Qing court, and did not destroy and resist, they would continue to serve and not investigate the past.
10. The Ezhou National Revolutionary Army entered Tibet to consolidate national defense. The Ezhou National Revolutionary Army abides by the above policies.
