Chapter 1 Competition Venue
size
The playing field must be rectangular, and the length of the side line must be longer than the length of the goal line. Length: 90-120 meters
Width: 45-90 meters
International competition
Length: 100-110 meters
Width: 64-75 meters
The length of the World Cup is 105 meters and the width is 68 meters
Site Marker
The competition venue is marked by lines, which should be included in each area as the boundary lines of each area in the field.
Two longer boundary lines are called sidelines, and two shorter lines are called low lines.
The width of all lines does not exceed 12 centimeters (5 inches).
The playing field is divided into two halves by the middle line.
Make a center mark at the midpoint of the middle line of the site and draw a circle with a radius of 9.15 meters (10 yards) from the center mark.
The goal area
The goal area is at both ends of the field, and the regulations are as follows:
Draw two lines perpendicular to the goal line from 5.50 meters (6 yards) from the inside of each goal post. These lines extend to 5.50 meters (6 yards) in the playing field, connecting with a line parallel to the goal line. The area composed of these lines and goal lines is the goal area.
Penalty area
The penalty area is at both ends of the field, and the regulations are as follows:
Draw two lines perpendicular to the goal line from 16.5 meters (18 yards) from the inside of each goal post. These lines extend 16.5 (18 yards) meters into the playing field and are connected to a line parallel to the goal line. The area consisting of these lines and goal lines is the penalty area.
Set a penalty spot at 11 meters (12 yards) from the center of equal distance between the goal posts in each penalty area. Outside the penalty area, draw an arc with a radius of 9.15 meters (10 yards) from each penalty point.
Flagpole
A flat-top flagpole of no less than 1.5 meters (5 feet) is erected on each corner of the field, with a small flag on it.
Flagpoles can also be placed at both ends of the middle line and not less than 1 meter (1 yard) outside the side line.
Corner arc
In the competition field, draw a quarter circle with a radius of 1 meter (1 yard) from each corner flagpole.
The goal
The goal must be placed in the center of each goal line.
They consist of two vertical columns equidistant from the angle flagpole and a horizontal beam connecting its top.
The distance between the two columns is 7.32 meters (8 yards), and the distance from the lower edge of the beam to the ground is 2.44 meters (8 feet).
The two goal posts and beams have the same width and thickness of no more than 12 cm (5 inches). The goal line is the same as the width of the goal post and beam. The goal net can be tied to the ground behind the goal and the goal, and should be properly supported so as not to affect the goalkeeper.
The goal post and crossbar must be white.
Security
The goal must be firmly fixed on the ground. If you meet this requirement, you can use the moving goal.
International Football Council Resolution
· Resolution I
If the beam is shifted or broken, the race should be stopped until the reset is repaired. If it is impossible to fix it, the game will be suspended. It is not allowed to replace the beam with a rope. If the crossbar can be repaired, the game should be restarted by falling the ball at the place where the ball is located when the game is stopped.
· Resolution II
The goal posts and beams must be made of wood, metal or other approved materials. Its shape can be square, rectangular, round or oval, and shall not be harmful to the team members.
· Resolution III
From the team's entry into the playing field and leaving at the end of the first half, and re-entering the playing field in the second half until the end of the game, any commercial advertising, whether physical or graphic, is allowed to appear on the playing field and venue equipment (including the ground in the goal net and the goal net). In particular, advertisements shall not appear on the goal, goal net, corner flagpole or corner flag, and no ancillary equipment (such as cameras, microphones, etc.) shall not be installed.
· Resolution 4
In the ground technical area outside the competition venue and within 1 meter from the sideline, any form of advertising is not allowed.
In addition, advertisements are not allowed in the area between the goal line and the goal net.

As mentioned in Resolution III, during the competition, copies of representative logos or patterns of the International Football Federation, Intercontinental Federation, national associations, leagues, clubs or other groups, whether physical or graphic, are prohibited from appearing on the playing field and venue equipment (including the goal net and the goal net). Chapter 2 Ball
Quality and measurement

Replacement of bad balls
If the ball is broken or damaged during the game, then stop the game;

If the ball is broken or damaged when the kick-off, goal ball, corner kick, free kick, penalty kick or throw an out-of-bounds ball, etc., the game will be restarted in accordance with the corresponding regulations.
The ball shall not be replaced without the permission of the referee in the game.
International Football Council Resolution
· Resolution I
Only football that meets the minimum technical requirements stipulated in Chapter 2 of the Rules can be used in the game.
In competitions hosted by FIFA and the Intercontinental Federation, the ball used must bear one of the following three symbols:
The first one, the official "FIFA approval" logo;
The second, the official "FIFA producer" logo;
The third, the proven "international competition ball standard".
The printing of these signs on the ball indicates that the ball has been officially tested and meets the special technical requirements of each level. The minimum technical requirements for the ball are explained in Chapter 2 of the Rules. These special requirements related to all levels must be approved by the International Football Council. Relevant testing institutions should also obtain the consent of FIFA. The matches of national football associations may require the use of balls that meet one of the above three symbols. Other competition balls must meet the requirements of Chapter 2 of the rules.
· Resolution II
In competitions sponsored by FIFA, Intercontinental Federations and national associations, no commercial advertisements are allowed on the ball except for the logo of the competition and the organizer and the trademark of the manufacturer. Competition procedures can limit the size and quantity of such signs.

Chapter 3 Number of Team Members
Team members
There should be two teams participating in a game. Each team should have no more than 11 players, including a goalkeeper. If any team has less than 7 players, the game cannot start.
Official competition
In official competitions sponsored by FIFA, Intercontinental Federations or national associations, up to 3 substitutes can be used in each game.
The competition rules should indicate that several substitutes can be nominated, from 3 to a maximum of 7.
Other competitions
In other competitions, substitute players can be used in accordance with the following provisions:
·The relevant teams have reached an agreement on the maximum number of substitutes;
·Notify the referee before the game;
If the referee is not notified before the start of the game or the participating teams do not reach any agreement, the number of substitutes that can be used shall not exceed three.
All competitions
In all competitions, the substitute list must be handed over to the referee before the start of the game. Unnominated substitutes are not allowed to participate in the competition.
Replacement program
Substitute players must comply with the following regulations:
·The referee should be notified before the substitute;
· The substitute player can enter the playing field after the substitute leaves the field and receives the referee's signal;
·The substitutes can only enter from the middle line when the game is stopped;
·When the substitute player enters the competition venue, the substitute procedure is completed;
Since then, the substitute player has become a player on the field, and the substitute player has been terminated as a player on the field;
Players who are substituted are not allowed to participate in the game again;
· The referee has the right to exercise his power over all substitutes, regardless of whether they play or not.
Replace the goalkeeper
Any player on the field can exchange positions with the goalkeeper and stipulate:
·Notify the referee before switching positions;
· Swap positions when the game stops.
violation/punishment
If the substitute enters the competition venue without the permission of the referee:
·Stop the game;
·Warn the substitute player and show him a yellow card to leave the playing field;
· When the game stops, the game will be restarted at the point where the ball is located.
If the player does not get the referee's permission before exchanging positions with the goalkeeper:
·Continue the game;
· The players concerned will be warned and shown a yellow card when the game becomes a dead ball.
For any other violation of this rule:
·The team members will be warned and shown a yellow card.
Start the game again
If the referee stops the game to execute the warning:
· The opponent's player kicks an indirect free kick at the location of the ball when the game stops to restart the game.
Players and substitutes were sent out
The players are sent off before kick-off, and only one of the nominated substitutes can be replaced.
Any nominated substitute player who is ordered to play is not allowed to be replaced, whether before the kick-off or after the start of the game.
International Football Council Resolution
· Resolution I
According to the conditions described in Chapter 3 of the Rules, the minimum number of players left by a team is determined by the national association. However, the council believes that if any team has less than 7 players, it will not be able to continue the game.
· Resolution II
A team officer can give tactical guidance to the players during the game. After giving guidance, he must return to his position. All team officials must be in the designated technical area and be responsible for his actions.

Chapter 4 Team Member Equipment
Security
Team members shall not use or wear equipment or any objects (including all kinds of jewelry) that may endanger themselves and other team members.
Basic equipment
The basic equipment required for team members is:

·Shorts - If you wear tight underwear, it must be the same color as the main color of the shorts;
·Socks;
·Leg pads;
· Football shoes.
Leg pad
·It must be all wrapped in socks;
·Made of appropriate materials (rubber, plastic or other similar materials);

Garrison
· The clothing color of each goalkeeper must be different from that of other players, referees and assistant referees.
violation/punishment
For any violation of this rule:
·The game does not need to stop;
After the referee points out that there is a problem with the equipment of the player on the field, the player should leave the competition venue to adjust the equipment;
·Unless the player has adjusted his equipment, he should leave the field when the game stops as a dead ball;
· Team members who leave the playing field to adjust their equipment are not allowed to re-enter the field without the permission of the referee;
·The referee needs to check the team members' equipment before allowing them to return to the field;
·Players can only re-enter the field when the game becomes a dead ball.
If a player leaves the playing field due to violating the above rules, he will be warned and shown a yellow card when entering (or re-entering) the playing field without the consent of the referee.

Chapter 5 Referee
The power of the referee
Each game is controlled by a referee, and he is appointed to have full power to enforce the competition rules related to the game.
Permissions and Responsibilities
Judge:
·Execute the competition rules;
·Control the game with assistant referees and when there is a fourth official;
·Ensure that any game ball meets the requirements of Chapter 2 of the Rules;
·Ensure that the team members' equipment meets the requirements of Chapter 4 of the Rules;
· Record the time and results of the game;
· Stop, postpone or terminate the game due to violation of the rules;
· Stop, postpone or terminate the game due to external interference;
If he thinks that the player is seriously injured, stop the game and make sure to move it out of the playing field;
If he thinks that the player is only slightly injured, he is allowed to continue the game until he becomes a dead ball;
·Ensure that the players leave the playing field when they are bleeding due to injury. The team member stopped bleeding after nursing and can return to the field after receiving the referee's signal;
When a team is fouled and can make a profit according to the "beneficial" clause, the game is allowed to continue. If the expected "benefit" does not continue at that moment, the initial foul will be punished;
·When a team member has more than one foul at the same time, the more serious foul will be punished;
·The referee does not have to immediately punish players who can be warned and sent off, but he must do so when the game becomes a dead ball;
· Punish team officials who are not responsible for their actions, and may expel them from the playing field and its surrounding areas as appropriate;
· For the situation you have not seen, you can be punished according to the opinion of the assistant referee;
·Ensure that unauthorized personnel are not allowed to enter the competition venue;
·Start the game again after the game stops;
Disciplinary sanctions against players and team officials before, during or after the game, and other incidents will be submitted to the relevant departments with the game report.
The referee's decision
The decision made by the referee based on the facts related to the game is final.
Only before the game restarts, the referee can change the really incorrect decision according to his own judgment or the opinion of the assistant referee.
International Football Council Resolution
· Resolution I
The referee (also applicable to the assistant referee or the fourth official) shall not be liable for the following circumstances:
Any injury to team members, officials or spectators;
Any damage to any property;
Any loss caused to any individual, club, company, association or similar institution due to, or due to his judgment under the competition rules, or the maintenance, conduct and control of the competition in accordance with normal procedures.
This can include:
·The referee decides whether the game will be played according to the conditions around the competition venue, or the weather;
·Decided to cancel the game for various reasons;
·Determine the equipment used in the game and its fixation, including goal posts, crossbars, corner flagpoles and game balls;
· Decide whether to stop the game due to the influence of the audience or any problems in the audience;
· Decide whether to stop the game and allow the injured players to move out of the playing field for treatment;
· Decide to request or insist that the injured players be removed from the competition venue for treatment;
· Decide whether the team members can wear some kind of clothing or equipment;
· Decide (within its responsibilities) whether anyone (including team or stadium officials, security officials, photojournalists or other representatives of news promotion) is allowed to appear near the competition venue;
· The judgment made by the referee in accordance with the rules of the competition or in accordance with the rules or regulations formulated by FIFA, the Intercontinental Federation, national associations or leagues for the competition.
· Resolution II
The role and responsibilities of the fourth official assigned in the tournament or league must be consistent with the provisions approved and agreed by the International Football Council.
· Resolution III
The facts related to the game should include whether the goal is scored and the result of the game

Chapter 6 Assistant Referee
Responsibilities
Two assistant referees shall be appointed for each game, and their responsibilities (determined by the referee) shall be a sign:
·When the whole ball is out of the playing field;
·Which team should play a corner kick, goal ball or throw an out-of-bounds ball;
·When a player in an offside position can be punished;
·When the replacement of team members is required;
When an improper act or any other event occurs outside the referee's sight;
· Whenever a foul occurs, the assistant referee is closer to the place of the foul than the referee (especially when this foul occurs in the penalty area);
When kicking a penalty, whether the goalkeeper moves forward before the ball is kicked, and whether the goal enters the goal after the ball is kicked out.
Assistance
The assistant referee should also assist the referee to control the game in accordance with the competition rules. Under special circumstances, the assistant referee can enter the field to help the referee control the distance of 9.15 meters.
If the assistant referee has excessive interference or inappropriate performance, the referee may remove his duties and submit the report to the relevant department.

Chapter 7 Competition Time
Game time
The game is divided into two halves, 45 minutes each. Except for special circumstances with the consent of the referee and both parties. Any agreement to change the time of the game (such as reducing it to 40 minutes per half due to lack of light) must be made before the start of the game and must comply with the competition rules.
Intermission
Team members have the right to take a halftime break
The halftime break should not exceed 15 minutes.

The halftime can only be changed with the consent of the referee.
Time to deduct the loss
All time lost in each half of the game should be deducted:

·Estimation of the injury of the team members;

Penalty kick
If the penalty kick is executed or the penalty kick is executed again, the end time of each half can be extended to the end of the penalty kick.
Decisive period
The competition rules can stipulate that two more halves of the same time will be played. The provisions of Chapter VIII of the Rules also apply.
Cancelled game
Unless otherwise stipulated in the competition rules, the suspended competition shall be restarted.

Chapter 8 The Competition Begins
Preparation

Chapter 10 The progress of the game and the dead ball
The game becomes a dead ball

Chapter 11 How to Win
Goal score

Contest Procedures

Chapter 12 offside
offside position
The fact that the player is in an offside position is not a foul.
The team members are in an offside position:
· The player is closer to the opponent's goal line than the ball and the penultimate opponent.
The team member is not in the offside position:

· He is equal to the last two opposing players.
Foul

No foul

Chapter 13 foul
Fouls or improper behavior will be punished in the following cases:
Direct free kick
The referee believes that if the player violates any of the following six fouls rashly, recklessly or uses excessive force, the opponent will be awarded a direct free kick:

Kick a direct free kick at the place where the foul occurs.
Penalty kick
No matter where the ball is in the game, if the player violates any of the above ten fouls in the penalty area, he shall be sentenced to penalty kick.
Warning fouls
If a player violates any of the following seven fouls, he will be warned and shown a yellow card:
1. Committing non-sports immoral behavior;
2. Expressing objections with words or actions;
3. Continuous violation of the rules;
4. Delay the restart of the game;
5. When restarting the game with a corner kick or free kick, do not withdraw from the specified distance;
6. Entering or re-entering the competition venue without the permission of the referee;
7. He deliberately left the competition venue without the referee's permission.
Foul of penalty order
If a player violates any of the following seven fouls, he will be sent out and shown a red card:
1. Serious foul;
2. Acts of violence;
3. Spit on the other person or anyone else;
4. Use intentional handball to destroy the opponent's goal or obvious goal scoring opportunity (excluding the goalkeeper in his own penalty area);
5. Use a foul that can be judged as a free kick or a penalty to destroy the obvious chance of scoring a goal moving in the direction of the goal;
6. Use rude, insulting or abusive language and actions;
7. Get a second warning in the same game.
The players who are sent off must immediately leave the vicinity of the playing field and the technical area.
International Football Council Resolution
· Resolution I
Whether the players are on or off the field, whether they directly commit acts against the opposing team members, team members, referees, assistant referees or others who should be warned or ordered to appear, they will be punished according to the nature of the foul.
· Resolution II
When the goalkeeper touches the ball with any part of his arm, it can be considered that the ball has been controlled. This control ball includes the goalkeeper deliberately blocking the ball with his arm, but does not include the referee's belief that the ball was accidentally bounced back from the goalkeeper's arm, such as after the goalkeeper saves the ball.
· Resolution III
According to the provisions of Chapter 12 of the rules, players can pass the ball to the goalkeeper with their heads, chest and knees. However, if the referee believes that during the game, the player uses the rules to deliberately set up a fraud and commits unsports ethics, he will be warned and the other party will kick an indirect free kick at the place where the foul occurs.
When playing a free kick, if the team members use the rules to deliberately set up a scam, they will be warned and shown a yellow card for non-sports ethics, and the free kick will be kicked again.
In this case, it has nothing to do with whether the goalkeeper then touches the ball with his hand. It is mainly due to the foul caused by the player's attempt to use the provisions and spirit of Chapter 12 of the Rules.
· Resolution 4
The action of intercepting from behind and endangering the safety of the other party should be regarded as a serious foul.
· Resolution V
Attempts to deceive referees at any location on the venue must be sanctioned as unsports-ethical behavior.

Chapter 14 Unfair Behavior
No matter where the ball is in the game, if the player violates any of the above ten fouls in the penalty area, he shall be sentenced to penalty kick.
Indirect free kick
If the goalkeeper violates any of the following four fouls in his penalty area, he will be awarded an indirect free kick:
· Hold the ball for more than 6 seconds before sending the ball after controlling it by hand;
· After sending the ball, it is not touched by other players, and touch the ball with your hand again;
·Touch the ball deliberately kicked by the team members with their hands;

The referee believes that the player will also be awarded an indirect free kick in the following situations:
·The action is dangerous;
·Block the opposing team members;
· Prevent the opponent's goalkeeper from serving from his hand;
· Any other foul that is not mentioned before in Chapter 12 of the rule, and the suspension of the game is warned or sent off.
Kick an indirect free kick at the place where the foul occurs.
Disciplinary sanctions
Only players on the court, substitutes or replaced players can show a red and yellow card.

Chapter 15 Free kick
Type of free kick
Free kicks are divided into direct free kicks and indirect free kicks.
Whether it is a direct free kick or an indirect free kick, the ball must be placed when kicking. The kicker is not allowed to touch the ball again before the ball is touched by other players.
Direct free kick · If a direct free kick is directly into the opponent's goal, it will be judged as a score.
· If a free kick is directly into the goal, the opponent will be awarded a corner kick.
Indirect free kick
Signal
When the referee judges an indirect free kick, he should raise his head with one arm and maintain this posture until the ball is kicked out and is touched by other players or becomes a dead ball.
The goal is scored
You can only score when the ball touches another player before entering the goal.
· If the indirect free kick kicks directly into the opponent's goal, it will be judged as a goal goal;
If the indirect free kick kicks directly into the goal, the opponent will be awarded a corner kick.
The position of the free kick
A free kick in the penalty area
A direct or indirect free kick belonging to the defending side:
·All opposing players are at least 9.15 meters (10 yards) away from the ball;
·All opposing players should stand outside the penalty area until the game is played;
When the ball is kicked directly out of the free throw area, the game will be played;
· You can kick a free kick at any point in the goal area.
Indirect free kick belonging to the attacker
· All opposing players are at least 9.15 meters (10 yards) away from the ball until the game is played, unless they have stood on the goal line between their goal posts;
· The game is played when the ball is kicked and moved;
· When playing an indirect free kick in the opponent's goal area, it should be executed on the goal area line closest to the place where the foul occurred and parallel to the goal line.
A free kick outside the penalty area
· All opposing players are at least 9.15 meters (10 yards) away from the ball until the game is played;
· The game is played when the ball is kicked and moved;
· Kick a free kick at the place where the foul occurs.
violation/punishment
When playing a free kick, the opposing player is closer to the ball than the specified distance:
· It should be kicked again.
When the goalkeeper plays a free kick in the penalty area, the ball is not directly kicked out of the penalty area:
·You should kick it hard.

Technical area

The fourth official

·The fourth official should assist the referee throughout the game. Notes on the competition rules
